Along with the Matsumae region,
Urakawa is one of the oldest areas of settlement in
Hokkaido
and has continued to be developed as the center of the Hidaka
region. The Hidaka branch office of the Hokkaido Government Office
and many other government offices are now located in Urakawa. This
makes the area the administrative, economic and cultural center of
the Hidaka region. |

Features
Urakawa is located about 50km from Cape Erimo,
between the towns of Samani to the east and Shinhidaka to the west.
It's about a three and a half hour drive from Sapporo. Climatically,
Urakawa is a very pleasant place to live. Due to its proximity to
the sea, Urakawa is blessed with relatively cool summers and mild
winters compared to the rest of Hokkaido.

Social Services
Urakawa is
enhancing home-care services and facilities designed for elderly
people, as well as promoting an easy-access scheme for wheelchair
users.
Education
Urakawa
provides learning opportunities, such as horseback riding, that are
tailored to the region's traditions and characteristics. Urakawa
also teaches children subjects that will prepare them for today's
international demands. It encourages volunteer activities,
incorporates international exchanges into the school's curriculum
and eagerly welcomes teachers of other nationalities. |

Urakawa must be one of the most international
towns in Hokkaido. Foreign people who live in Urakawa
work as equestrian specialists at the horse farms and as teachers of
English in the school system. The town has good international links
and plans are currently underway to organize a sister-city program*.
The people of Urakawa are enthusiastic for the proposed cultural
exchange program and the possibilities for mutual exchange.
*Newmarket (Forest Heath,
England) world-famous as a center for
racing, training, breeding and sale of horses, would make it an
ideal partner for Urakawa. |
